The Quality Payment Program (QPP) Resource Center® for the Midwest, led by Altarum in Ann Arbor Michigan, focuses on supporting practices participation in the CMS Quality Payment Program. We are a coalition of 10 leading healthcare organizations that have a vast level of experience and knowledge in helping create effective provider change and quality improvements through provider engagement and support. Backed by funding from the Centers for Medicaid and Medicare Services (CMS), the Quality Payment Program Resource Center aims to deliver needed support to 35,000+ clinicians as they prepare for the Quality Payment Program under MACRA legislation.
As a coalition, we understand that many practices are resource constrained and often overwhelmed by the rate of change in healthcare caused by new government legislation. Many need assistance with:
- understanding new government legislation like MACRA and the Quality Payment Program
- knowing how to evaluate the impact to their bottom line by new legislation
- maintaining compliance and access to both resources and support

To deliver as-needed assistance to all eligible clinicians across seven states in the Midwest in order to support the clinician's efforts in increased technology adoption, improving patient outcomes, and enhancing efficiency with the natural outcome of Quality Payment Program Compliance.

Over the past 50 years, Altarum has partnered with U.S. Department of Health and Human Services to manage large multi-state collaborative to deliver important technical assistance across the Midwest and the country. This partnership has also included conducting practice research to inform health and rural health policy; providing direct support to thousands of clinicians in pursuit of both quality and practice improvements across Michigan and Ohio.

Northwestern University, Illinois
Working in partnership with Alliance of Chicago, aHRSA-funded Health Center Controlled Network, Northwestern University is home to the Chicago Health IT Regional Extension Center (CHITREC). They support over 3,000 Chicago-area providers who are primarily focused on underserved patients and communities. The Northwestern team has significant expertise in practice facilitation, practice-based research and quality improvement.
Northern Illinois University, Illinois
Northern Illinois University is home to the IL-HITREC, the Regional Extension Center serving the State of Illinois, outside of the Chicagoland area. NIU has a long history of collaboration with Northwestern University in the area of practice transformation and IL-HITREC works closely with CHITREC to support providers across the state. The NIU team has significant knowledge and capacity to support clinicians in achieving QI goals.

Purdue Healthcare Advisors (PHA), Indiana
PHA is part of the Purdue University-based Regentstrief Center for Healthcare Engineering (RCHE), and was created in 2005. PHA has established itself as one of the most trustworthy in-state experts in security, QI, Meaningful Use, PQRS, and Lean. PHA webinars and education events are widely attended and PHA is prepared to support the shift to value-based care by monitoring the evolution of MACRA, MIPS, and APMs.

Stratis Health, Minnesota
Stratis Health is the lead organization for the Lake Superior Quality Improvement Network (Lake Superior QIN) serving Minnesota, Wisconsin and Michigan. Stratis Health also served as the Regional Extension Center for Minnesota and North Dakota. With a mission focused on quality and collaboration, Stratis Health’s areas of expertise include capacity building for local teams and communities, workflow redesign, and helping practices obtain and use their data to drive improvement in quality and safety.
MetaStar is an independent nonprofit based in Madison, Wisconsin, representing Wisconsin in the Lake Superior QIN. As the Medicare QIO for over 40 years, and the Regional Extension Center for Wisconsin, MetaStar has strong relationships with healthcare clinicians and stakeholders, including the Wisconsin Primary Health Care Association, Wisconsin Medical Society, Rural Wisconsin Health Cooperative, and Wisconsin Collaborative for Healthcare Quality, as well as extensive experience assisting clinicians with health IT and QI.

The Kentucky REC at the University of Kentucky was founded in 2010 and charged with assisting providers, practices, and hospitals in the achievement of Meaningful Use of EHRs. The Kentucky REC works with more than 90% of rural and small hospitals and health systems and more than 95% of community health centers in Kentucky. The KY REC offers expertise in areas essential to MIPS and APMs success, including PCMH, QI, privacy and security, use of technology and health information exchange, project management, and change management.
